Bonding in Conduit Bodies

My AHJ is asking me to bond my conduit bodies where i have splices for light fixtures that sealed and just have the wire coming out of the fixture and are sealed upon entering the fixture.(class 2 div. 1 area) I have done many installs this way. He is saying that the body becomes an enclosure as soon as i make a spice. I cant be the only one who has had this issue. Does anyone have a code reference that would help me out, i cant find what im looking for.

Wasn't there a discussion that included this fairly recently??

A cable just passin' through a junction box didn't have to be bonded; if there were splices/taps, that cable had to be bonded... or something like that. I think the junction box was one of those 'big' things for big cables...

From what i can find a conduit body and a j box are 2 different things.
