He's incorrect. A CEE is not required to be supplemented with another electrode. What did he cite as a code reference 250.50 isn't it?

I agree with Infinity.

If citing 250.50, it starts off with: All grounding electrodes as described in 250.52(A)(1) through (A)(7) that are present at each building or structure..

Ground rods are in part 5, but until you add one they are not present either. They are usually added when nothing else is available or if there is nothing else available to supplement a water pipe electrode, they are not required to be added in those situations just the most popular choice of what to add.
