Welcome to the forum

I have to ask why do you want to bond the sub panel? Is the panel in the same building as the main service panel? Is there a 4 wire cable running to the sub panel? Need those answer. But if you are looking to ground the panel thru the water pipes then no you cannot do that.

The other way around. :D I think he's wanting to bond the metallic water lines within the building to ground and want's to come off a sub-panel ground bar. The water lines are not bonded now by virtue of the plastic main line coming into the building. Is that right OP?

I believe the bonding of the water lines needs to be done at the service panel however if the equipment grounding conductor to the sub panel is sized large enough to satisfy 250.102(C)(1) then I believe you are okay
