400 watt metal halide high bay fixtures enclosed very old 40' in air how many man hours each to change ballasts and bulbs total 60 fixture

I would look at just replacing the fixture. It will be less expensive in the long run

The better choice would be to upgrade but I won't do a ballast upgrade without someone at least talking about replacing the fixture. The UV and heat is hard on any plastic then trying to find the right ballast kit 40 feet up in the air is not a good choice. New product is faster because there is little assembly time and a sure thing to install.

First thing I look at is how are you going to get up there? What options do you have?

Is this over a cement slab inside a building where you can use a lift? Are they over rough terrain, water, mud, etc.? Baseball stadium?

The time to change a ballast & a bulb are what they are. Your time is moving from one fixture to the next. And of course equipment needs.
