Adjacent Circuits

What the heck does it mean to "blank off" then "isolate" adjacent live circuits.

Wherever cable and conduit are to be removed for disposition, the circuit shall be
de-energized by the Contractor and adjacent circuits that are to remain in service
shall be blanked off and then isolated.

If you take out a breaker you need to put a space filler in the cover? Not sure about the isolate part.

But it's saying adjacent circuits to remain ACTIVE are to be blanked off.

I think it means make it safe as far back as possible to the feed/ panel/ disconnect and at the very least, cap it off in a box with a cover...

I think it means that whoever wrote this spec is trying to cover his/her tail in case something blows up. You're probably not going to find out the true meaning unless you find and consult the author.
