Concealing a JB exceptions?

With respect to NEC 314.29, is there a way to conceal a junction box if it doesn't contain a splice? Or is there a product that can make a junction box be considered a raceway? I've seen those plastic sleeves that can guide a wire through a JB when pulling, but something along those lines?

314.29 Boxes, Conduit Bodies, and Handhole Enclosures
to Be Accessible. Boxes, conduit bodies, and handhole
enclosures shall be installed so that the wiring contained
in them can be rendered accessible without removing
any part of the building or, in underground circuits, without
excavating sidewalks, paving, earth, or other substance that
is to be used to establish the finished grade.

Exception: Listed boxes and handhole enclosures shall be
permitted where covered by gravel, light aggregate, or noncohesive
granulated soil if their location is effectively identified
and accessible for excavation.
 
If you read the definition of accessible in the codebook you can use panels designed to be removable as long as the building finish is not damaged.
in the handbook the explanation then states wiring methods located behind removable panels designed to allow access are not considered permanently closed and are considered accessible as applied to wiring methods.
