I'm a real estate broker. I have 2 solar PV contractors saying different things. One says I need to upgrade my 100 amp service to 200 amps before installing the solar panels. The other says they can do a 'line side tap" instead. What's a line side tap...and would it be safe to do?

Yes a supply side connection can be safely and code compliantly made for a PV system.
It sounds to me like contractor number 2 is more familiar with the rules.
