do you need a electrical license to run any conduit used for power in nj

I was told that conduit can be run in new jersey without electrical license on a job that the plans were sealed by a electrical contractor. Can a lic contractors employees from a different company run the conduit for the licensed electrical contractor?

If they're working under the licensed contractor's permit with permission then it's probably permissible.

I'm going to say this is a very local question as many areas will require sub contractors to also be licensed insured and bonded in the local, here it would not be allowed in an area requiring licensed if the sub was not.
