    Shunt trip vs interlock

What’s the difference in using a shunt trip vs using a interlock kit for a disconnect?

Can an interlock be used as a substitute for a shunt trip?

No. A shunt-trip breaker is merely a breaker that can be tripped "remotely" by applying a voltage to a built-in electromagnetic coil. Note that most are not designed for the coil to be continuously energized; supplying the tripping circuitry from the breaker itself is a common way to provide this.

An interlock is a mechanical method of preventing two breakers or switches from being turned on simultaneously. A transfer switch, whether automatically or manually operated, is a popular use of an interlock, especially when the control circuitry itself is not to be solely relied upon.
