MC cables in a ladder or open ventilated type cabletray

My question(s)- #1- Are (38) 6/3 MC cables allowed in a ladder type or open ventilated type cable tray? I am focusing on NEC 392.9.(A).(2)
#2- What about ampacity derating of these cables? Is it required? My per each circuit FLA=31.47 amps. There are 38 total circuits. :?

Would depend on width of tray as to whether you have an issue.

As far as number of conductors, other than fill, there is no ampacity issue, since they are all 3 conductor cables, no derating required per 392.11.
