Radient underfloor heating

I am installing an electric underfloor heating system in a bathroom and have been told that there is a restriction on watts per square foot under the NEC - can anyone enlighten me?

See Article 424.99(B) of the 2002 NEC. "Heating panels or panel sets, installed underfloor covering, shall not exceed 160 watts/m^ (15 watts/ft^) of heated area."
