Not my field but... every lighting load is now full time, fire circuits usually required, most outlets will be full time, and outlet numbers based on commercial count...

The malls I worked at in Virginia had separate meters for the stores plus a common meter for the common areas and the parking lot lights. The one had seven different electrical sections.

So so glad I don’t have the headaches of trying to do the calls on this.. especially when sites can be simple retail this six months, like shoe stores, fast food next six months, convenience store the following period... loads changing all over the place for the same footage.

I used to do a lot of malls. We would allow 20W/ft² for retail tenants and 30 W/ft² for food-service. I never had a tenant come along weigh me down with that. That includes air conditioning on the tenant's meter. YMMV.
