Fire alarm disconnects

I have a single service supplying five remote buildings. Each building has a fire alarm panel. The engineer (AHJ) calls for installing a fire alarm switch on the line side of each building main.

Is the fire alarm panel fed by a service disconnect switches (service rules apply) or feeder tapped switches (tap rules apply)?

Service rules would let me install #8 wire. Feeder rules call for installing 500kcmil taps for the 3200A feeder breaker.

The load for each panel is 12A.

I'm looking to prepare my argument for #8.....

Are you installing in NYC or some other fruitcake jurisdiction that requires line-side taps for fire alarm systems? It is not a requirement of NFPA 72 or NFPA 70.
