circut breaker sizing

Im building a 16 space RV park. 400 amp service with an Eaton 40 space 400 amp distribution box with a single 400 amp breaker. The plan is to run 4 strings of 4 sites. What size breaker do I need to run the string of 4 sites?

551.73 Demand Factors indicates a demand of 150 amps for 4 sites. But it also states a 376 amp demand for 16 sites or 92 amps for 4 sites.
