Cable Tray grounding

I am looking for clarification in regards to cable tray bonding to building steel and earth. NEMA VE 2 states the 60' rule if the supports of the tray are isolated. If the tray is supported through metallic support systems than the 60' rule does not apply. NEC 250.96 requires the tray to be bonded where necessary. On a 400' run of tray what would "where necessary" imply? Thanks

If you can get a copy of the 1999 Code Handbook,
in art 318 there is a drawing that will give you
an example of what is required.
