Marine Question - Xfmr and Ground

Working on a marine project if anyone here has some marine experience.

Question 1: (See attached Pic).... the Upstream xfmr is shown Delta/Wye and the downstream transformer is delta/delta. does that work or should the downstream xfmr be Wye/Delta?

Question 2: (See attached Pic)...How come they use the "HRG" High resistance ground on the Switchboards instead of just typical earth/ground rod?

To limit the magnitude of ground faults, quite common on MV systems.
