Elevator Heater Voltage Drop

I'm doing an elevator application. Can somebody explain to me what 620.12(A)(2) means? 620.12(A)(1) allows me to parallel small conductors for a lighting load, but I'm trying to run heaters.

Question background: I have heaters on my elevator car. I'm concerned about the voltage drop to those heaters and would like to parallel qty 2 #10's to reduce the drop.

620.12(A)(2) is for anything that's not a lighting load - such as a heater. It says #20 minimum, which is much smaller than #10.

Using a 208V heater instead of a 120V one will reduce the current requirement and necessary wire size.

620.20 deals with traveling cables and the traveling cables may only have small conductors in them so when you want to add a larger load like say the heater you are allowed to use parallel conductors to make a set of conductors large enough to handle the load.
