If you have a 4/0 AWG conductor that is connected to a circuit breaker in a 120/208-volt, 3 ph, 4-wire panelboard, how many amps of current can it carry inside the panel?

Sounds like a test question that's really looking for your knowledge of terminal temperature ratings. But as for the ampacity of the conductor itself, lacking what type of insulation is has there's no possible answer.

Since it's #4/0 I would assume that it's a 75° conductor for ampacity purposes due to 110.14.(C)(1)(b).

I don't get the "inside the panel" part of your question. The code will tell you what the ampacity of the conductor is. It will likely be the same inside the panel as in the conduit running to it, short of the conduit having a bunch of other current carrying conductors in it.
