Bus Bar Heat rise

Can anybody help me determin the heart rise of a 6 foot 4"X.25" copper bus bar at 600A. I have seen some tables to use but I find it hard to understand.

Do you need to calculate the temperature change of the bar, which would be measured in degrees, or the heat produced in the bar, which would be measured in watts?

If the latter, then simply calculate the resistance of the bar, and take I^2 * R.

(Note: the resistance of the bar is not trivial, because you will need to know the temperature of the bar, and may need to consider skin effect, though you can approximate the temperature and for a 1/4" bar at 60Hz I think you can get away with neglecting skin effect.)
