Duct Bank & Building Foundations

I would just like to know how (or if) bringing in an underground concrete encased duct bank to an electrical room (say located more towards the centre of the building) compromises the integrity of a building?. Lets assume the duct bank is at 760mm below finnished grade. What considerations should be taken?
