Weep hole in LB?

I'll be replacing my electrical panel shortly and the local inspector has told me I need to drill a hole in the LB. I presume this is a weep hole. I was unsure of the exact location, size, number of holes? I was just planning on a single 1/8" hole at the lowest point of the LB before it enters the house. Does this seem logical? I've also been told it needs to be packed with Duct Seal, again, presuming as the the service wire enters the house.

I just wanted to make sure I have everything lined up before the inspection. Thanks!
