Mostly true. All AA830 or higher alloys don't require it. You possibly may find some USE cable that isn't identified as AA830 + alloy and those possibly may require it.

I have been under the assumption that it's only required when manufacturers instructions call for it.

A typical AL/CU rated lug won't have instructions including use of antioxidation compounds. There is no issue terminating copper in that lug with no compound. The need for use of compound with aluminum conductors depends on the aluminum alloy used and would go along with instructions from the conductor manufacturer not the lug manufacturer.

Hypress connectors that are prefilled is probably more of a CYA method for the connector manufacturer then an actual need for the compound on every installation. Those connectors typically are rated for copper conductors as well though the compound may not be necessary with copper.
