The short answer is probably not. There is no way to give a better answer without more information.

What code cycle are you under? 2017, maybe it's required, prior to that, no.

If the mfg directions require a GFCI, then you are bound to install it via 110.3(B).

I know pretty much nothing about steam generators, but could easily see a 15 kW unit being supplied by two circuits, just like on demand water heaters or electric heat strips for fan coils usually are.

Try 90A:

"Required Electrical Service
One dedicated circuit required.
240 V, 90 A, 50/60 Hz"

from a Kohler spec sheet on their 15kW steam generator.

that say NO to GFCI for steam generators.

I dont know of any GFCI breakers over 60A, tho it looks like that isnt a problem here.
