Ite bus duct bus bars drilled

I installed a plug on an ite bus duct and checked voltage and was getting something weird so I eventually pulled the plug off and there is a single hole drilled in each bar right where the plug should connect, inside these holes it looks like someone stuffed a zip tie in there and cut it just enough to leave an inch on each side. Has anyone seen this before? I'm wondering if this was factory done or afterwards, the bus duct looks fairly new, if guess less than 5 years old. I just switched to a different window, but I'm still curious, thanks all

Maybe somebody wanted to make sure no one put a plug there

I agree, we see this with threaded bus that has either rivets or plastic nuts and bolts in the holes so that they are not used. There is probably some documentation that outlines when that particular opening cannot be used.
