Doing a apartment complex on about to do temp service. Can I install a meter box and have the main BK inside the bldg?
I did it while back I'm not sure if code had change.

Per NEC yes. You possibly could have local regulations that don't want the temp service within the building and/or want you to power the permanent service until near the end of the project.
