Very small Neutral wire

I was checking out a friends service that he is looking to upgrade. There is a 100A triplex drop from the pole on the street where the transformer is, to a pole on his property, where there is a weather head and 2" rigid conduit down the pole then underground to his meter base. I have not opened the meter base yet. My issue is, the (2) hot wires are normally sized around 4/0, going into the weather head and down the pipe, but the neutral going in to the weather head is no bigger than maybe a #10. I have never seen this. Anyone come across anything like this?

Where is the service point? Is this small neutral on the POCO side? If so the NEC doesn't apply. If the NEC does apply then look at 250.24(C).
