I would make the splice in a box.

Are they actually UL listed power supplies? I don't see the UL listing mark/sticker in the photo.

I'd install it in a 4-11/16" deep box, and poke the low voltage lead out a KO with a 1/2" Romex clamp for strain relief. Especially if it's not listed.

That way, if it goes kablooie, at least it's contained in a metal enclosure.

Where are the lights going?

Yes you need a j box or use the light body if possible. There *might* be a listed connector like this that might work sans box but I doubt it.

Customer wanted them installed in insulated ceiling

But where they are going is back to where ever she bought them.

The deal breaker was that it there was a full case of 12 but both case and individual boxes were very plain and possibly did not even have brand name

And no installation instructions pertaining to electrical connection
