408.41 termination

408.41 Says each grounded conductor shall terminate in an individual terminal that is not used for another conductor
EXCEPTION: Grounded conductors of circuits with "parallel conductors" shall be permitted to terminate in a single terminal if the terminal is identified for more than one conductor.

what about a panel connection for a 200% neutral? I don't think a 200% neutral is to be considered as a parallel condition

Thoughts?

Are you paralleling the neutral? If so it is parallel, i.e electrically joined at both ends. If it is a single conductor then you need a lug big enough for that conductor.
