backfed troubles

Background information:
  • Single phase 120/240V 3 wire system.
  • There are two sides at the same service point. 4 meters multifamily and 1 commercial bypass meter for the store.
  • Utility noted commercial meter is back fed because of the following readings from the meter channel and my readings from the main panel and the meter channel. They are installed back to back.
  • Metering at the 4 gang meter socket are normal readings of 120/240V.

Readings:

at the panel main line side of the main:​
A leg: 120V to Grounded conductor (GC)
B leg: 0V B to GC
A-B Leg: 120V​

at the commercial bypass Meter channel:​

Line side 240 across the legs, 120V grounded to ungrounded conductors
Load side of the meter 120V to GC, and 120V across the A&B legs

Makes me think it's the problem is with the meter channel.

That's right! I returned to the address this morning. To keep it short the meter was supposed to be booted while transitioning between tenants. I opened the meter channel and pulled the meter. Booted? yes. But because one of the boots had a tear in it we had this "backfeed" complaint from the utility worker.
