Adding Meters to Switchgear.

We are looking to add (2) more meters to a service that currently has (4) meters. There is a utility section and a 3 meter stack, then there is a remote meter / disconnect, fed with emt from the switch gear. I can't see where in the switch gear this meter / disconnect is fed from but I have to believe it is from the un-fused bus as there is no main switch.

My preference is to remove this remote meter / disconnect and add another 3 meter stack.

But, the point of this post is that I wonder how this remote meter / disconnect ever got approved in the first place.

If this remote meter / disconnect is indeed tapped in to the utility bus, then this is un-fused and should at the barest minimum be in rigid conduit or encased in concrete. I'm also pretty sure the LB on the side of the meter disconnect is not to code either.

Maybe it's me and my standards?
