Larry I was referring to the single recep to be not less than circuit rating rule, not the handle tie disc rule. Doesn't a duplex become a single when the tabs are broken?

My bad. Yes, a separated half of a duplex receptacle is seen as a single receptacle. That's why the comments about the two halves being on circuits with other receptacles were made, and are relevant to the discussion.

Doesn't really matter if the tabs are broken or not a duplex is two receptacles. It can be considered two single receptacles when the tab(s) is/are removed.
