Use Garbage disposal under Kitchen Outlet

Hi guys,

I am trying to add reverse osmosis with pearmeat pump but there is no outlet to plug except garbage disposal plug. It has dedicated 20 amp circuit. can I change this outlet to double receptacle and plug pearmeat pump in it?
