    NEC or POCO?

My local POCO has requirements regarding services. Article 230 also addresses services. Which entity reigns supreme?

Your answer resides in NEC article 90.2(B)(5).

Based on that reference, I'd say the POCO's rules trump the NEC. The matter at hand is regarding clearance of a service drop that comes over a detached building.

POCO rules would take precedence up to the "service point," also known as the "point of common coupling."
