Opening spin top enclosures

We have a number of spin top enclosures housing breakers and starters on outdoor switchracks in Class 1 Div 2 areas, some of which are as old as 1964 vintage. As the equipment is reaching its end of life we are having to open the enclosures to service the devices; some of the enclosures haven't been opened in 15 or more years. Sometimes we run into spin tops that can't be opened by the conventional methods, i.e. two people pulling, pipe wrenches on the tabs, hammer and chisel on the tabs, etc. Has anyone seen/used a tool that would make this process easier?

I priced chain wrenches large enough to handle some of our 18" diameter size 5 starters and they were in excess of $2k, which I would rather not pay if possible. My thoughts are to use a tool like a utility pole spinner or some sort of a spanner wrench to grab the tabs but can't find exactly what I'm looking for by searching online.

Any help or suggestions would be appreciated.
