If I am running a string of luminaire fixtures and the fixtures themselves are supported via unistrut/hardware is it permissible to use EMT?

As Dennis above said "correct", but note that nothing in 358.30 allows you to run unsupported/secured pieces of EMT between the fixtures.

So even though I have less than 3ft between fixtures the EMT needs to be supported? Just trying to make my life easier but by code.

By code you need support even if one inch of emt is all you have between fixtures. How the rules about securing are enforced is different for each area. Caddy makes a bracket that clips on the back of a junction box that could be helpful in making your life easier.
