A team of a bright helper and a journeyman. They came across a F40T12 fluorescent fixture that did not light, because of failed lamp(s).

The helper's first thought was to replace the ballast. When it still didn't work, the journeyman intervened, and decided to mess with the fixture with the power on while sitting on a grounded stainless steel sink.

The secondary output of ballast fried the journeyman.

It was subsequently discovered that the luminaire didn't work, because the lamps were burned out.
