How come some residential buildings have a small telecom cabinet right inside the dwelling unit and others do not?

Ok so it's not really necessary then, more like a convenience for making local connections? Maybe for allowing various network switches from various providers to be plugged in/removed locally. Am I on the right track?

I would think so. If I had a chance to design my own space, I'd be sure to have a dedicated footprint for all the comm's services I might have coming in.
