Installing Switchboard Loads - Outage Necessary?

Hello all. I am creating an outage schedule for a construction project at a facility and was wondering if it is necessary to disconnect power to a new switchboard in order to install cables feeding several motor loads, or if this work can be done by simply opening the affected feeder breakers?

The short answer is the power needs to be shut down in accordance with OSHA and NFPA 70E, the long answer involves "hot work" permits, PPE, and a reason that the equipment can not be shut down.
