695.3(d)(2) Connection. A tap ahead of the generator disconnecting
means shall not be required. [20:9.6.1.2]

695.4(A) Direct Connection. The supply conductors shall directly
connect the power source to either a listed fire pump
controller or listed combination fire pump controller and
power transfer switch.

I don't think so. Notice on 695.4 it references "A" or "B".
695.3(d)(2) discussed the generator as an alternate supply.
695.4 discusses how the supply conductors terminate. They can comply with A and terminate on a listed controller or with B and follow the guidelines.

I would think better if NEC add the 695.3(d)(2) as exception of 695.4(a) since the power source is general word.

Would you mean when the generator is prime not standby we could tape ahead of the generator disconnecting means?
