Moistly a design choice.
Both mechanical and compression lugs are available for a large majority of wire/cable.
Some specs call for compression, especially on Aluminum, but that a design choice not a Code issue.
Fine stranded wires, such as DLO cable, often employ compression connectors.

When do you use compression lugs? I want to know the difference between the two.

A compression lug is crimped onto the wire with a crimping tool.

A mechanical lug utilizes a set screw that you tighten by hand and a crimping tool is not needed.
