is there a Code guideline on how far a breaker panel must be from tap water lines?

No, as long as the water piping is not in the dedicated or working space of the panel.

i guess its the electricians choice, if there are PVC waterlines nearby that could possibly break, then I could simply refuse to put up a panel.

If you play the "could possibly" and "what if" game you will never get much work done.
Then "what if" you don't make any money, you "could possibly" starve to death.

If it's code compliant, then do the install. You can't outguess what might happen or what some (insert adjective) people will do after your install.

Good point, even so, it does not form a good picture in my mind, a 200 amp breaker panel being drenched with water.
