The answer to the question is Yes.
Regardless of whether a wire type EGC is pulled or whether that wire type EGC it's spliced or not.
That's correct. So technically, the wire-type EGC(s), where their associated circuit conductors are spliced, must be connected to each other and to the conduits containing those circuits, as a primary section requirement.
