i have a 400 amp main breaker in distribution panel supplying a 480/277v panel
i would like to know if i could tap off it with a multi-tap to supply a 200 amp fused disconnect (for primary)
for a 150kva transformer 480 primary / 240v 3 phase secondary
the panel has double lungs with one empty could i just use the open space in the LUG ?
Disconnect will be located about 10 feet +/- from panel

If I am understanding correctly, then yes you could either tap the feeder conductors themselves, or land the taps on the spare hole of the main lugs of the sub panel. You just have to make sure you comply with the feeder tap rules in 240.21, and of course that the added load is acceptable.
