Can anyone spout-off about this wire gutter?

So I drive up to this place and I see that they are trying to dry-of their roof . . . :?

I'm going to make the broad assumption that running an extension cable through a rain gutter and downspout isn't going to pass [electrical] inspection . . .:happysad:

Yer from Texas. That's ice melt cable, son!

I'd imagine the rule about cables in physically constructed gutters and downspouts would be similar to the rule about wires in physically constructed ducts and plenums. Not allowed, unless necessary for the direct action or sensing of the substance that flows inside. Ice melt cable in a gutter or downspout would be necessary for the direct action of melting the ice.

Most gutters on buildings like this hardly ever get maintained so the downspout is actually considered a dry location.
