NEC 2017 445.18 15K + PRIME MOVER SHUTDOWN ?

Looking for confirmation and advice to satisfy requirements of 445.18 Disconnecting Means and Shutdown

We install a lot of Article 702 Optional Standby Generator Systems and want to be sure we are not exceeding the requirements in the interest of keeping costs to a minimum.

Note: A lockable disconnect that simultaneously opens all associated ungrounded conductors, does satisfy 445.18 (A) but does not render the prime mover incapable of starting, Therefore, an additional means of breaking the start control circuits must be installed to satisfy 445.18(B) (1).

Most modern ATS have integrated controls which allow the shutdown of the Prime Mover. This control is outside the GenEng enclosure and must be reset to restart GenEng.

Does this satisfy the requirements of 445.18 (B) (1) (2) or is an independent switch required?

Lastly there is a comment in the 2017 Handbook under 445.18 that says "The emergency shutdown/lockout means allows for a disconnecting means that is not a breaker or other device that requires overload protection"

Where is it spec'd that the required secondary disconnecting means per 445.18 (A) cannot be a breaker or Fused Disconnect, which is what we have been using?
