Extra Lug Kits From disconnect

I’ve had jobs with the attached plans 3 times in the last couple of months. Apparently different engineering firms are copying and pasting these plans for pump stations. The first time I saw the plans I thought someone had just made a mistake and rather than use the disconnect with extra lug kits as called for in Note 4, I installed a MB panel in its place and ran the #4 all the way to it. Now that I’ve seen the plans multiple times I’m questioning whether I made a mistake and this could be made NEC compliant. Am I missing something and this is acceptable? If the #4 were ran all the way to the disconnect is it possible they are applying TAP rules as long as the transformer and pump controller are close enough?
