Wouldn't a standard 4" elbow comply with that section?
A standard radius bend for 4" is only 16". The first 500kcmil, shielded cable I found in a quick search has an OD of 1.570. 300.34 gives the minimum bend radius for shielded conductors as 12 times the diameter, requiring a minimum radius of 18.84".
