700.8 Multiple panels from MDP

Greetings,
I’m finishing up a hospital expansion and the engineer has spec’d a SPD on all of my emergency panels. Is the code to be taken literally or will a single SPD on the distribution panel of each system satisfy the requirement? Seems like triple redundancy with one on the MDP, the high voltage and the low voltage of the same system.

Take it literal. Hv and lv are not even connected electrically except through ground connections. And if lightning hits the opposite end of the building of where main is, surge will fry that wing even if you have spd at other end of building, lightning doesn't follow a ladder diagram

I've always been under the impression that it means literally all panelboards.
