Are the rules for feeder taps the same as for service taps? or is it that the rules from 240 apply to tap conductors in general?

The tap rules in 240.21 are for feeders only. Service taps arent really specifically mentioned, but are covered by a bunch of rules. See 230.33/230.46, 230.40, 230.70, 230.71, 230.72 which all together address when and how you can tap service conductors.

Feeder taps still have overcurrent protection ahead of the conductor in question. 240.21(B) relaxes the general overcurrent protection rules to some degree, but you still have some protection level ahead of the conductor.

Taps on service conductors have no overcurrent protection ahead of the conductor - this still leaves them essentially being not much different than the conductor they are tapped from - all service conductors have limitations on entry inside buildings because there is no overcurrent protection on the supply end of the conductor.
