UPS grounding electrode system

I have UPS 10kVA with bypass, input 208V single phase 3 wires, output is 208V single phase, three wires. The UPS is shown to have GEC #8G to cold water pipe and #8 to Building Steel. Is this separately derived system and needs neutral to ground bond and GEC?

When you say the input is single phase 3 wire, is the third wire the grounded conductor that is already bonded upstream? If so, and the grounded conductor is solid all the way through, then it is not a SDS
